The lack of movement (upward) of NMO share price suggests to me there is some concern about the profitability of the breweries that NMO is regaining control

Pennal doesn't appear daunted by this concern, if he shares it at all.

On June 16th, the day after the new release on regaining control of one of the Northern breweries, he purchased 3000 shares. Within the week, he'd bought another 15,000 more. Another director made a purchase within the same time frame. Nothing like putting your money where your mouth is.
