Dick, At this point, STS hasn't actually filed the PP with the VSE. The VSE says they have sent a letter. STS says they haven't received it. So the VSE could possibly claim, and without STS having the ability to prove anything, that they know nothing of the PP and the financeers. What's wrong with this. STS should file the PP and make the refusal official. Right now there is no paper trail as you stated. I'm unavailable today otherwise I would call them and point this out. Would somebody call Harry, Rick and bring this to their attention. Take care.
