Your definition of "front-running" is completely wrong. Front-running, from a legal perspective, refers to trading violations and not brokerage advocacy issues. An example of front-running is when a trader in a privileged position (such as a floor broker on the NYSE) becomes aware of a large impending buy order in a security, and takes advantage of this info by purchasing the security for his own account before that of the client.

There are certainly legal issues involved in the example you gave, but the legal definition of "front-running" is NOT one of them.
