The Soviet Union rose to power from side effects of the industrial revolution, and fell from side effects of the information revolution. Reagan's policies certainly had on effect on how and when the Soviet Union disintigrated. I'm not so sure that the current condition in Russia is the ideal result. There's a lot of parallels to Germany after the defeat in WWI. TP
