QCOM has known about INTC's purchase for some time, IMO. This is confirmed by QCOM's shift of fabs from INTC to Taiwan seminconductor. Why else would QCOM shift manufacturing completely away from INTC? I haven't heard of any complaints about INTC. Further, I believe that QCOM has already blessed INTC's purchase and negotiated a price, at least in principal, on future licensing/royalty deals. INTC would not move forward with this purchase without certain assurances from QCOM. QCOM hold the keys to this deal and they are smiling right now. We should be, too.
