There are a couple other factors in this Intel thing:

1. Intel has not really been that strong outside its' core CPU/chip set/motherboard business. It did not take networking by storm. Same for graphics. Same for video-conferencing. It's first attempt at software with NSP ran into a buzz saw with microsoft etc. I view Intel's biggest asset in its processing technology. But as to how much first generation fab capacity Intel wants to dedicate to CDMA and taking it away from CPU while it's fighting AMD, that remains to be seen. Do remember AMD - Sanders is dedicated to CPU and Germany (hence the resign of Raza). Intel's CPU archetechure is not all that great compared to AMD's. Intel will need all the um it can get to trade it for mHz to compete with AMD.

2. I don't have much feel for Intel as the acquirer. If they go into
DSP as the conqueror, they might just kill the whole thing. Don't brush off this lightly, the whole Silicon valley are littered with sob stories like this.

3. Whatever new lisc. fee Intel manages to re-negotiate with Qcom, I can just about bet that it will be higher than the original DSP contract specified. Hopefully this will put a damper on Intel's ability to do a cut throat on the pricing. Also, with AMD attempting to compete with Intel at the high end, Intel may not be able to cut down on margins anymore. The reverse argument is Intel may have bargining power with their portfolio of patents that DSP or even LSI may not have. Perhaps overall, it might be a wash.
