We already have the ability to place multiple warheads on rockets because of what we learned from our past tests. We probably won't be able to make many improvements, but the smaller nations will. There is no logic to back up your statement that testing must continue. We already know how to deliver warheads by the thousands. Now other countries can work toward that goal. This was nothing but a shameful, politically motivated vote. It will come back to haunt Republicans every time another nation sets off a blast, thus working to improve their weapon yields to our levels.
