Constitution Suspended: State of Emergency Declared -
Gen Musharraf becomes "Chief Executive" of Pakistan
Summary of tonight's developments

Pakistan is under defacto Martial Law (though its not called that).
A state of Emergency has been declared, and a Provisional Constitutional
Order issued.
Gen Musharraf to become the Chief Executive of the country, with powers
strikingly similar to those of a Chief Martial Law Administrator.
The Constitution stands suspended, as do the National & Provincial
Assemblies and the Senate.
The Prime Minister, Provincial Governors &Chief Ministers, and Federal &
Provincial Ministers & Advisors are dismissed.
The President shall continue in office. but act only in accordance with the
advise of the Chief Executive.
The Chairman of the Senate, Speakers & Deputy Speakers of the Federal &
Provincial Assemblies stand suspended.
The Chief Executive has conferred on himself the power to "alter, amended or
repeal" any law of the land.
All courts will function as before but cannot challenge, or issue an order
against, the authority of the Chief Executive.
The orders are deemed to have come into effect retroactively from the 12th of
October, 1999.
No time period has been specified for a return to democracy. The
announcements were made over state run radio and television.
Shortly afterwards, in what could be an unrelated development, fighter planes
flew over Islamabad. (Bureau Report)
