If he were ever to state "the market is a bubble" then two things would happen:

1) The market would collapse. Game over.

2) He would be asked why he didn't have the balls to do anything about it before now. He'd be fired. He'd be hunted down by investors who just lost everything.

So he does the next best thing, he mentions bubble over and over and over.. But "we dont know how to see one until it bursts".. So he is covering his ass.
