The Nextwave San Diego trial (or whatever it is) appears to be a WLL point to multipoint system to be supplied by Airspan airspan.com
It does not appear they are a Q licensee, although I have not confirmed this yet.

The Internet Protocol (IP) based, packet switched network will operate over Airspan's new AS4000 Wireless Access System and customer premise equipment in the 1.9 GHz Personal Communications Services (PCS) band.
NextWave expects to offer "iBridge(TM)", its broadband wireless Internet service, over the AS4000 system as an affordable, "last mile" solution to consumers and small businesses that require high-speed Internet access. iBridge operates up to 20 times fasterthan typical dial-up connections for receiving voice, data and image files.

In contrast to large businesses that can easily pay for broadband access, many residential and small business customers are located in areas where alternatives for high-speed Internet access over DSL or cable modems is unavailable, a plight commonly referred to as the Digital Divide. iBridge intends to span this divide.
"NextWave will provide `always-on,' high-speed access to the Internet, so we can bring the opportunity of e-commerce to many small businesses that would otherwise be left behind, " said Salmasi.

Ideal for providing residential and commercial service in suburbanand rural locations, as well as serving inner-city consumers, Airspan's AS4000 Wireless Access System is a high-speed point-to-multipoint broadband radio system for high-speed Internetaccess and voice services, including Local Area Network (LAN) interconnections and PBX applications, as well as virtual leased-line services, without reliance on physical wires or cable.
iBridge, based on Airspan's AS4000 Wireless Access System, offers two voice/fax lines for home applications and up to 16 lines for businesses, and is compatible with existing phones, fax machines, and ethernet interface cards. Call Waiting, Call Forwarding, Caller ID with Call-Waiting features are also included.
NextWave customers in San Diego will be able to evaluate the quality and the reliability of the new iBridge service during a market trial of the system when the first office application is initiated within 60-90 days after its confirmation.
