Universal Service is a governmental policy that's intended to see that every American household be able to have telephone service if they want it. I didn't imply that it was international in scope. What I'm suggesting is that if our country recognizes that affordable telephany is a right not a luxury, then probably other countries will adopt a similar policy. You want an example! Do you remember the Wireless Week (Sept.24, 1999) article in which the Globalstar Mexico employee talked about the Mexican government's plans to spend $2,700.00 per village to put in pay Globalstar pay phones and subsidize 80% of the cost of the calls.

Why do detractors focus on affordablility? Because it's the only issue left. Is it a legitimate concern - yes! Is it a show stopper - no! The Mexican government will not be the only government to take a subsidized approach to it's telephany problem. Those phones will be in constant use.
