The rate of change rose by 6.7 percent in September compared to 3.6 percent. The rate of change is a ratio of the current month's index to its average over the preceding twelve months, expressed as a compound annual rate. August's figure was originally reported at 106.1, while the rate of change was first reported at 3.6 percent.
