Jashwant Singh has articulated BJP's approach that a proposal for converting the LOC as a permanent boarder will not be made by India, but India would consider such a proposal if made earnestly by others.

What "others"? Obviously, you can rule out Pakistan, since they will never make such a proposal. That leaves the UN and the US. How can India let the UN or the US make any proposal when it has maintained all along that the issue is bilateral?

Even if you overlook all that, do you think that the "Akhand Bhaarat" enthusiasts within India will agree to such a proposal? Remember that accepting such a proposal amounts to the Indian government itself redrawing its map, showing a truncated Jammu & Kashmir! So there is absolutely no chance of India letting that happen, as long as the saffron-langot and khakhi-knicker lobbies remain powerful.
