What are we supposed to do? Did you read the treaty, or do you think the RUSH explanation is enough. You should know he's just trying to help Dole push Viagra sales. If countries test now there is doodly squat we can do. With the treaty could place monitoring stations through the country and get on-site inspections of suspicious events.
