There has been collaboration between Ballard and HDW in the past and I believe a prototype Ballard fuel cell of some sort was sold to HDW some time ago. It is my understanding, however, that the FC in HDW boats is their own design. The Canadian Dept of Defence had/has an R&D programme with Ballard for the eventual fitting of Ballard cells in their new UPHOLDER Class conventional submarines, recently purchased from the UK. This will give these submarines a significant operational boost in patrol and under ice operations. No doubt about it, this is leading edge stuff and in my view the best closed cycle/air independant propulsion (AIP)choice over any other AIP options out there
