Continue panning down those VIX numbers and there was years afterwardsfrom 94 on where the VIX stayed between 11 and 13. Just goes to show it isn't always a reliable indicator for short plays.

Options can be used as a leveraged directional play but can also be used to trade implied volatility. When you get significant spikes either way in the VIX it can create excellent volatility trades.
