Actually it can be either depending on which market.

The Nasdaq SmallCap Market Listing Requirements can be found at nasdaq.com and indicate a minimum bid price of $4.

The Nasdaq National Market Listing Requirements can be found at nasdaq.com and indicate a minimum bid price of $5.

I am not sure which market was applied for and have not gone through the process of determining which one they could have (or better which one they could not have) applied for.

Perhaps if someone has some time to perform the DD, they could look into this.
