Premisys and Phillips Communications Form Alliance Aimed at Accelerating

Phillips Will Carry Entire Line of Premisys Integrated Access Solutions to Cut

CLECs' Costs and Deployment Schedules

FREMONT, Calif., Oct. 18 /PRNewswire/ -- Premisys Communications, Inc. (Nasdaq: PRMS) and Phillips Communications and Equipment Company, Inc. have formed an alliance targeted at providing competitive local exchange carriers (CLEC) systems that allow them quicker, more cost-efficient access into the growing telecommunications marketplace.

Under the agreement, Phillips will market Premisys entire line of integrated access solutions, products that allow carriers to offer a wide range of voice and data services with minimal infrastructure. As a result, through Phillips CLECs will have a new resource aimed specifically at their special needs.

"CLECs normally enter new markets with too little time and capital to replicate the massive networks of the incumbent carriers," said Steve Gleave, Premisys' vice president of marketing. "As fast as this industry is growing only the quick and lean will survive. Premisys' equipment combined with Phillips' distribution and integration services offers these new players a unique source that will help them cost efficiently build networks that offer competitive arrays of services, and do it on the fly."

Premisys' integrated access solutions aggregate a variety of offerings, such as voice, low- and high-speed data, ISDN, Internet Access, frame relay and asynchronous transfer mode onto a minimal number of high-speed T1 communications lines. Premisys' Integrated Multiple Access Communications Server, more commonly known as the IMACS, leads the company's product line with more than 40,000 platforms installed worldwide. Premisys' StreamLine and SlimLine(TM) Integrated Access Solutions combine voice and data services on single T1 lines for small-business environments. Premisys' Q-155 Broadband Integrated Access Solution provides carriers an evolutionary path from today's legacy systems based on time division multiplexing technology to the cell-based world of tomorrow.

"The challenge for CLECs today is the same as it was two years ago-grow to the point where you can actually make a profit," said Bobby Baine, general manager for Phillips. "Many CLECs are starting to see the light at the end of the tunnel, and it's not a train. One way that Phillips has helped these companies make money is by providing equipment and integration services to deploy in their networks at a fraction of what it used to cost. The equipment used in CLECs today is less expensive, more flexible, and more reliable than ever. Keeping costs down, while securing and maintaining good paying customers, allows CLECs to enjoy the prosperity they started the business for in the first place."

Traditionally, carriers have deployed a new network for every new service, resulting in an expensive system of overlay networks that was time consuming to construct. With the advent of competition in the telecommunications industry, both feasible windows of opportunity and infrastructure costs have shrunk exponentially. An integrated access strategy allows carriers to aggregate a broad mix of services onto shared lines, then backhaul the mixed traffic to a central hub, saving time and money.

Premisys Communications, Inc., based in Fremont, California, pioneered development of integrated access solutions for telecommunications service providers. Today, Premisys, an ISO 9001 certified company, leads the industry worldwide with a growing family of access products, featuring its Integrated Multiple Access Communications Server (IMACS). Premisys' products allow service providers to quickly and cost effectively accommodate the growing demand from businesses for voice, data and video communications services. More information about Premisys Communications and its products is available on its Worldwide Web site (www.premisys.com) and by contacting its Fremont headquarters (510-353-7600).
