Probably the underwriter supporting the price.

If you had level II, you could tell for sure. If the stock dips below offer price, underwriter looks bad, so they support it. It happened with DSLN (which I have lost track of).

After quiet period ends, they will pull the plug and let it drift (like NPLS which was offered at 16 and now trades at 12).
