In Touch Communications Enters into Agreement to Test North Wave's International Internet Telephony Services
LAS VEGAS--(BUSINESS WIRE)--Oct. 13, 1999--North Wave Communications Corp. (Nasdaq:NWAV - news; the ``company') issued the following news release today to update its ongoing business activities.

In Touch Communications, a closely held Colorado corporation, has negotiated a test of North Wave's International VoIP (Internet Telephony) network. The test will commence immediately. Two carriers are involved in this test and include Rubicon Telecommunications and Technologies, who provides international termination to 25 carriers. The second carrier is a midwestern company serving mostly switched retail customers. The test is expected to result in favorable call quality and final competitive pricing.

The carriers have indicated commitments to North Wave of up to 2 million minutes per month upon successful completion of the test. The midwestern carrier will also private label calling cards for international and domestic originating calls using North Wave's network.

International voice traffic is important to North Wave and most emerging carriers because there are higher revenue margins using packetized networks such as VoIP technology. Voice quality using VoIP has improved substantially since September of 1998 by using DSP equipment (digital signal processing boards), replacing software algorithms for voice encoding. VoIP carriers are now using dedicated IP networks, resulting in less latency for better quality.

Access to the North Wave VoIP networks already exists (see press release from Aug. 27, 1999). North Wave is an operating IP base communications company that will sell its own product in its own name to its own customers. In Touch Communications will provide the North Wave product to additional carriers who can provide smaller volumes of international traffic.
