I don't understand Ron..the question isn't to be begged I think Siebert nailed it...it has to be international cooperation.. otherwise it doesn't do anything.. re assigning blame..I think it is the shortsighted of all the heads of powerful governments who refuse to realize that if they think longterm and what is best for all the global citizens rather than what is best for their own end short term..what an incredible world it could be-
