Maybe they're buying IIXC assets.

IXC says in "significant" fiber sale

NEW YORK, Oct 19 (Reuters) - Telecommunications company IXC Communications Inc. (NASDAQ:IIXC) said on Tuesday it agreed to a "significant fiber sale" with an unnamed party and additional details would be released shortly.

IXC, which has agreed to be acquired by regional telephone company Cincinnati Bell Inc. (NYSE:CSN), is building an 18,000-mile, high-speed fiber optic communications network. It did not provide additional details on the sale of its fiber network capacity.

IXC, which provides data and long distance telephone transmission services, saw some management upheaval earlier this year and put itself up for sale in February. In July, IXC warned that revenue and cash flow from operations would fall short of Wall Street expectations for the second quarter and full year.
