IP is not tariffed and is not regulated as IXC services. As far as I know, an RBOC could indeed purchase them, and US West has made some noise to that effect. There would likely be some legal wrangling, but I think the general feeling is that it would go through. Correct me if I am wrong.
I agree that PSI's buyout valuations are absurd, but on the same token, I also feel they are undervalued in the market. What do you think about the microsoft angle. Microsoft owns a big chunk of Worldcom, and is the second largest UUNET shareholder. PSI has good European network, an installed customer base, a pretty decent sales force, and, as I mentioned before, some very real assets (switches, routers, long-term fiber leases, etc). This is probably way off in the domain of wild speculation, but somehow it just makes sence that MSFT would be thinking big.
