LONDON--(BUSINESS WIRE)--Oct. 18, 1999--Level 3 International, a
subsidiary of Level 3 Communications, Inc. (Nasdaq: LVLT), today
announced that it has entered into an agreement with The X-Stream
Network (NASD OTC BB: XSNI), the UK's third largest Internet Service
Provider (ISP) and pioneer of free Internet access, to provide
dedicated IP bandwidth. Under the terms of the agreement, Level 3 will
provide X-Stream with broadband access to global bandwidth across the
Level 3 network.
Christopher Sukornyk, President & Chief Technology Officer of The
X-Stream Network, said, "X-Stream's commitment to users is aiming to
offer the best Internet performance available, 100% free. Our offers
of completely free 0800 access have seen unprecedented volume
