I don't know for sure, but I would think that the 500,000 shares used as collateral are issued and restricted. Not part of the float, but part of the outstanding shares which is what the percentages are based on. And if those shares are restricted, then they can be considered tightly held. Also remember that if those shares are not part of the outstanding shares, then everyone's percentages would go up because to total OS the %'s were based on would be 3.1 mil instead of 3.6 mil.
