GM has been using Ballard's fuel cells for many years in its program and recently bought more. GM also has its own fuel cell development program but has not so far shown much success building a stack. GM is only buying the fuel cell from Ballard, not the rest of the engine.
The real question is whether GM and Toyota will be able to develop a fuel cell stack that meets the requirements for an automobile or whether they will be forced to purchase the stack from Ballard. With such little progress shown so far compared to the Ballard/Daimler/Ford program, I believe they will both eventually end up buying Ballard's fuel cells, in which case the stock could skyrocket.
