Well I can almost guarantee that Ethan Allen or Walmart or whoever called these guys initially, or a big consulting firm, and were given estimates in the millions, and the CEO/VPs decided it was too expensive and they were going to cut corners and try to pull it off themselves.

During my time at Oracle this transition occured where previously IT was kind of a dead occupation where people wrote reports and called IBM whenever anything significant came along. Once IBM fell apart these guys were forced to take charge and they weren't up to the task - well, what do you expect from people making less than the financial support staff where the entire dept is under the CFO.

On the west coast a lot of existing firms have figured out they need to upgrade the tech staff in their companies and put IT on a par with everybody else but when you go back east they don't seem to quite get it yet. Those clueless B&Ms deserve to fail imo.
