"ECD NAMES A NEW BOARD MEMBER

ECD is pleased to announce that Mr. Subhash Dhar, President and Chief Operating Officer of
its Ovonic Battery subsidiary, was appointed to ECD's Board of Directors on October 14,
1999.

Mr. Dhar joined the Company in 1981 and has held various positions with Ovonic Battery
since its inception in October 1982. He has served as Chief Operating Officer of Ovonic
Battery since 1986 and was named its President in 1987.

Mr. Stanford Ovshinsky, President and CEO of ECD and CEO of Ovonic Battery, and Mr.
Robert Stempel, Chairman of ECD and Ovonic Battery, expressed their pleasure with the
addition of Mr. Dhar to the Board. They noted Mr. Dhar's significant contributions to the
development and commercialization of Ovonic NiMH batteries and the leadership position of
Ovonic Battery in the worldwide rechargeable battery market. They further noted that Mr.
Dhar's experience and talent will be assets to the Board."
