'naked short selling' would be shorting a stock which you don't already own, or writing an option without owning the underlying security. There are times when people who say own 100 shares of xyz would also sell short 100 shares of xyz effectively locking in a price. Naked short selling could also be selling short a stock without actually borrowing the security, but I wouldn't know anything about that :-)

Shorting a stock is just moving around shares that are already out in the float hence the float won't change.
