Steve,

Some standards are set by consensus, like not murdering. Most people
don't like murder.

Others must be learned by experience, based on other people's
reactions. Adultery, for instance, is not wrong because of some
commandment that God gave Moses. Rather, its destructive consequences
are apparent to anyone who has ever committed it, or been a victim of
it.

So it just comes down to the question of how to live together, and
balance the individual's good with the common good.
