Take the entire fed budget and allocate it back to all taxpayers at a single rate after exempting the first 30k of income. Simple enough? What would the rate be? I think Forbes calculated 20%. Perhaps its 21 or 22%. Whatever. There you have it. Progressive and fair at the same time.
