I was talking about bribes that people have to pay for their day-to-day transactions -- buying a plot of land, getting a driver's license, getting a water connection, getting electricity, getting back their income-tax refunds and so on.

But you have a point. Unless this country takes up campaign finance reform with the highest priority, it would have taken the first steps to becoming a sham democracy. Like India.
