I cite my scenario based upon the simple premise that the US dollar is currently the global reserve currency. It's only true competitor (given that Europe and Japan are so economically and politically weak), is gold.

So if you can't sell enough dollars (buy enough Euros/Yen) to keep the dollar in from growing stronger, it would make sense that manipulating the POG would be one quick and easy way of achieving that aim.

And as aahaha has stated, other countries can undertake a number of currency manipulating measures without created global consequences. But dollar policy is a conpletely different animal and effects everyone.
