I think we are all in agreement now. The implicit assumption in that statement was that the bus was quiescent at 1.8v. I think John was also using this assumption in his agreement. But you are certainly correct that if the launch voltage is less than 1.8, it will cause the line to drop 0.4 volts from there.

I now understand John's 1.5x explanation and find it to be a plausible reason that the bus might have problems.
