consolidate existing digital overlay networks, including private line and frame relay
infrastructures, onto a single, unified ATM platform centrally managed by the MainStreetXpress

Looks like NN platform will combained exisiting networks into ATM single platform.
Press release is talking about two largest city where LU about new natioinwide network. However I doubt there is much difference between nationwide and two largest city.
Nobody is building network in rain forest.
Also LU needs two separate "boxes" for ATM and FR and someone has to combined them(I could be wrong).

AS for as LU statement"This network architecture will allow
Embratel to offer 'absolute' Quality of
Service (QoS)."
We have to remember about MCI........, then think about absolute QoS.
