regarding crashing/slowing down an ISP's Server

I think you are describing what is known as a "Denial of Services" attack. This is well covered in ISP administrator lore. A single 5 meg file sent again and again will probably not crash an ISP server since most ISP servers can send upwards of a hundred 5 meg files simultaneously over ftp connections (each one 'shares' the bandwidth, so more files means slower transfer). The number depends on how the ftp server is set up by the ISP. Most have limits on the number of simultaneous transfers (with a message saying come back later if the limit is already reached).

If the Server is also handling time sensitive connections (voice, real time video) over the same wire or fiber, then it probably has an ATM interface board and the voice and real time video is handled as CBR (constant bit rate) data and the file transfers are handled as ABR (available bit rate) data. Once the bandwidth limit is reached, the ABR data (low revenue stuff) is throttled, but the CBR data (higher revenue stuff) continues at its contracted rate.

There are many variations on this - Intranet customers can sign up for a dedicated bandwidth which is shared among ABR customers if the Intranet customer does not need the bandwidth at that instant. With these Service Level Agreements, a bandwidth provider can squeeze a bit more revenue out of its connections and equipment than a bulk IP 'best efforts' provider.
