OT inside joke
You are right, it does not make sense outside of central Texas. It may not even make sense anymore inside central Texas. There are many cultural and physical differences between Houston and Austin. Houston is by the ocean - Austin by lakes (Hey- at least we can drink our water). In Austin money smelled like cow dung (preferably longhorn), in Houston money smells like oil. Both cities have become much more cosmopolitan over the years until at last, it is only the jokes that differ much.
