TORONTO October 27, 1999 ? INFOCAST CORPORATION (?InfoCast?) (OTC BB symbol: ?IFCC?), a leading
Application Service Provider (ASP), has been working with U.S. policy makers to design a program that will offer financial
incentives to encourage more companies to allow their employees to work from home via remote access technology.

The goal, according to Dr. Don Ritter, seven term US Congressman and Chairman of the National Environmental Policy
Institute (NEPI) based in Washington D.C., ?is to reduce traffic congestion and improve air quality in five of the most heavily
affected cities in the United States.? InfoCast has been invited by NEPI to act as technology advisor for the pilot programs.
These programs will be launched in Washington, Los Angeles, and Philadelphia. Two other pilot program cities will be
selected at a later date by the program directors.

?Traffic congestion and air quality are of utmost concern to US policy makers?, commented Rick Shannon, President of
InfoCast?s Calgary office. ?So much so that earlier this month the U.S. Congress passed The National Telecommuting and
Air Quality Act, (http://thomas.loc.gov (Search Bill# S.1521.IS)) which is giving rise to the pilot programs we?re helping to
develop,? he said.

The pilot programs will be modeled after the U.S. Environmental Protection Agency?s successful credit trading program
targeting acid rain emissions. The program will quantify the amount of mobile source emissions saved or eliminated through
Teleworking. Businesses can allocate their credits as they see fit, keeping, stockpiling, or trading them. Under the new
legislation, the Telework pilot program will issue credits to participating employers reflecting the amount of auto emissions
saved by their Teleworking employees.

InfoCast Corporation has aligned with several strategic partners to provide a complete Telework solution to businesses. The
company has been involved as ?technology advisor? to the National Environmental Policy Institute in Washington D.C. which,
as a result of the legislation, will be awarded a grant to work with the U.S. Departments of Energy and Transportation, the
Environmental Protection Agency, and state officials. Under that grant, an emission-trading program will be designed for the
five pilot cities by next year. InfoCast has developed proprietary technology that will assist with the pilot program by
calculating automobile emissions saved through Telework programs. Shannon said that such technology is ?an absolutely vital
element that will be integral to awarding credit incentives to companies?.

Dr. Ritter is in Calgary today speaking at a luncheon hosted by InfoCast Corporation and Sun Microsystems. ?Telework is a
vital transportation demand management option for many cities? said Ritter. ?We have the opportunity to learn from
successful initiatives, particularly where it applies to Teleworking and emissions credit trading.?

Shannon stated ?InfoCast is currently developing the infrastructure to make Teleworking and other distributed functions such
as Call Center, Distance Learning and other applications work seamlessly and easily for corporations and their employees
where, when and how they need them, at an affordable price.?
