EITC = earned income tax credit

Nixon created it with the stated goal of increasing taxpayers below median income to the level of median income. Clinton greatly expanded it. As a result, many people who pay little or no income tax are given rebates of their social security and medicare taxes in full, and then some.

A top-down review of both the public and private health care sectors, as well as drug and crime issues, has to be done in order to create an honest accounting of the medical system mess. Government is a big cause of increasing the uninsured rolls than they admit to (since goals of some are to move gradually to a government-run system one way or another).
