"Articulating conventional wisdom, President Clinton this month lacerated Congress for its 'refusal to pay our U.N. dues.' But that's not really accurate," writes Wall Street Journal columnist Gerald F. Seib.
"The Republican-controlled Congress is, in fact, willing to pay America's U.N. dues, and has voted to do so twice. It is Mr. Clinton who has vetoed legislation containing the U.N. dues, fulfilling the desires of a Democratic Party constituency, the abortion-rights movement," Mr. Seib said, referring to a legislative prohibition on using taxpayer money to fund population-control programs abroad that lobby to loosen abortion laws.
In practical terms, that legislative rider would affect one big organization, the International Planned Parenthood Federation, congressional aides told Mr. Seib.
