While I hardly hope for any delay, the state must surely recognize that had they settled last year when oil was at $10-12 it would have cost a lot less. Next year, w/potential add'l OPEC cuts and natural drawdowns in supply, they may well be looking at $25-28 oil, not to mention any unexpected upturns in price a la Y2K.

RICO would be an interesting twist, and I've wondered that myself before, but have a hard time imagining it could be applied. Any lawyers care to comment?
