China seems to have no respect for property or contracts. Deals with China need to be constructed so the deal will still be a good one even if China decides to renegotiate it or sieze property within their jurisdiction. I guess I don't think China is Ready to be accepted into WTO. From their perspective though, they probably see failure to be accepted as being abused by industrial nations. How do you make exceptions for China and not for some other country in the future?
