No Delay . . . Only Proton launches are on hold, pending investigation of the recent failure. There is no problem with the Soyuz. Globalstar has done a great job of getting their satellites in orbit. Unfortunately, the Partners have not done their part in a timely manner. Apparently Mr. S couldn't get them to move any faster. "Soft Rollout" is a euphemism for no service.
