I hope you are right when you say that the Courts are aware of the State's delaying tactics. I am just considering that the Courts should also consider that "justice delayed , is justice denied". This means that some form of punishment for deliberate delays should be considered (unless the courts are part of the conspiracy). I hope we see some expiditious movement forward on Monday.

I only meant to point out that we could have arrived at this point on day one of this extensive litigation. I guess that means that we could have been where we are today back in 1992 (or earlier). The State should have just exercised it's right of eminent domain and just "taken" the leases in a straightforward condemnation. I think that almost any lawyer involved in this case has known that this outcome was likely right from the beginning.
