In what way is this relevant in the context of the West getting India to open up its insurance sector, for instance? Or for that matter, the energy sector?

While it is true that the market for Western goods is hardly anything right now, the companies probably hope that once the economy is thrown open to foreigners, there may be growth in incomes which in turn would spur spending.
