Drugs have been around for centuries, Pot was banned along with alcohol during prohibition, this is why hemp production suddenly fell in the 20's.

But the issue is that it was taboo to use drugs then. Today, it is accepted, and in many circles promoted. That is the difference that came from Reefer Madness and the 60's culture, that it is OK to do what ever you want, even if it is illegal.

As for the crime rate, how many murders were there in SF prior to the 1900's? Many, many more than in the 50's, and with a smaller population base. That is due more to the wild frontier than societal issues, but it does represent human nature under a lawless system.

My point is that these things are cyclical, and it depends more on societies perception of crime and freedom than on actual acts committed.
