I believe you were referring to Abraham Maslow's Hierarchy of Needs.

His message, however, was quite the opposite.

There are no reversals. Only a lack of opportunity for healthy development and dreams along the way can prevent a human being from reaching their full potential.

Abraham Maslow (1908-1970) was the first of seven children born to a couple of Jewish immigrants from Russia. As such, he had first hand experience of poverty. He had seven children himself. He was a well recognized anthropologist, a humanist and a feminist who supported the access of women to higher education. His books are still the basis for current philosophy on management of human resources.
