Frank..yes, the caching system can be thought of as a layer on top. It doesn't replace the existing web hosting and traffic management role of the data center. That's all about securing servers and keeping them going. Caching can be thought of as one of the additional value-added services that can be offered. The more critical it is for a content provider such as a web portal to respond rapidly to requests for pages, the more likely it is they will pay for cacheing too. I'm foggy/not qualified on the POP/access part of this. Perhaps checkout Inktomi and Akamai's websites for the mechanics of how this gets accessed. There are other pieces to this general game of trying to make sure that end users can access your website rapidly and reliably. For example, recent IPO INAP's private network access points.
