That's a really important point. The failures of the Hershey and Gore systems weren't caused by the Y2K "bug" per se. They were simply inept or rushed implementations of new systems that were forced by the Y2K problem. The drop dead date may cause many more to go live before they're ready for prime time, and ineptitude is always in season. Still, since these systems by their very nature need to be implemented before the end of the year, there's a good chance that the bulk of the problems will be found, as you put it, while the lights are still on.
