I get my DSL from US West. I got the modem, a CISCO 605 internal, free when I signed up. The connection charges were waived and I did the setup myself. I am a non tech type and it was simple. This saved me $100.

I pay $29.95 a month, which does not include ISP charges. This is the slowest speed (256K) that US West offers but it is an "always connected" service. They offer a non dedicated service for $19.95 at 256 K. I can get faster speeds for more money, so I don't know what speed you're getting for that $59.95.

I have checked into other DSL in my area. JATO offers one that was much more expensive, faster and they claimed superior to ADSL.

My DSL is hooked up to an existing phone line so there is no need for keeping a separate line for Internet connection.
